Kentucky Gov. Andy Beshear’s popularity among his constituents was rivaled by only one other governor regularly cited as a 2028 Democratic presidential prospect.
Beshear is the most popular Democratic governor in the U.S., according to the data. He trails only Vermont Gov. Phil Scott (75%) and former West Virginia Gov. Jim Justice (67%) in overall popularity. Justice is now serving in the U.S. Senate.
