Dec 31, 2024 · Doing my due diligence I reviewed the CFARS COE User Guide v1.5 and see that page 23 section 5.1.1 COE Business Types lists all of the types of COE available, but does not indicate any additional information requirement beyond checking the appropriate box. My COE was not delayed, not withheld, not denied. No one’s is when they refuse to give that info. This is what I and many other send to the DOJ when they ask for the number. CFARS has notified me that my COE application is incomplete, indicating that I must submit an FFL-03 license to complete processing.

Except unless the person is law enforcement, they need to be processed as a long gun sale.
