Don't forget Patrick Queen is an All-Pro and 2 years younger. Brooks is a very good linebacker. I have no clue what ranking he should be in compared to the rest of the league but I would assume he's probably at least top 20. Assuming Queen continues his production, he might be top 5 if not the best in the league.

Nobody is giving up a 2nd rounder for 1 or 2 years of Patrick Queen. With all the multi-LB sets this defense runs, personally I think he’s more valuable to the Ravens than whatever he would actually fetch in the trade market.
